Panama's timeline is short but its process is the densest in Central America. The health rules: rabies vaccination from 3 months of age with at least 30 days elapsed since the first shot (so no pets under 4 months), the dog or cat core vaccine panel, and broad-spectrum parasite treatment recorded on the bilateral certificate, which is valid 30 days from issue.

Then the paperwork chain: USDA-accredited vet issues the certificate → USDA APHIS endorses it → a Panamanian consulate in the US stamps and signs it (the apostille is waived; this step is not) → you email MINSA's home-quarantine request with the stamped certificate and flight details at least 3 business days before arrival. At Tocumen a MINSA vet checks documents and you pay B/.130 per animal in cash — then your pet is released to you for a 40-day home quarantine: indoors at your residence, no contact with other animals.

Minimum lead time: about 1 months (30 days). About a month of lead time — the first rabies shot needs 30 days, and no pets under 4 months are admitted. The surprises are procedural: the consulate stamp, the MINSA email, and a 40-day stay-home rule after arrival.

The requirements, in order

Order matters — several steps are only valid if the earlier ones were done first. This is the same sequence the planner above turns into dated deadlines.

  1. Rabies vaccination (30 days before arrival; no pets under 4 months)
Rabies vaccination from 3 months of age, with at least 30 days elapsed since the FIRST vaccination before arrival — which means animals under 4 months cannot enter Panama. The vaccine must be current per its label. Dogs also need distemper, parvovirus, leptospirosis and hepatitis vaccinations; cats need panleukopenia, rhinotracheitis and calicivirus.
  2. Health certificate + parasite treatment, endorsed by USDA APHIS
A USDA-accredited vet examines your pet, records the broad-spectrum internal and external parasite treatment given before shipment, and issues the bilateral certificate; USDA APHIS endorses it (VEHCS digital accepted). The certificate is valid 30 days from issue — but issue it about 10 days out in practice: airlines want it fresh and the consulate stamp still has to happen after endorsement.
  3. Panamanian consulate stamp on the endorsed certificate
After the USDA endorsement, a Panamanian consulate or embassy in the US must stamp and sign the certificate. The apostille alternative is waived, but this consulate step still stands — allow shipping/turnaround days.
  4. Email the MINSA home-quarantine request
Email the Home Quarantine Request form, a scan of the stamped certificate, and your arrival date/time/flight/airline to cam@minsa.gob.pa at least 3 business days before arrival — we plan 5 calendar days so a weekend can't sink it. Arrivals outside attention hours are held in airport kennels.

What "home quarantine" actually means

It replaces facility quarantine — your pet lives with you from day one, but must stay within the residence for 40 days while MINSA may check in. Plan accommodation accordingly; this route suits relocations far better than short vacations.

Don't miss the consulate step

The certificate is not valid for Panama until a Panamanian consulate stamps it after the USDA endorsement — allow shipping and turnaround days between endorsement and departure. Arrivals outside MINSA attention hours are held in airport kennels; non-compliant pets are returned on the arriving airline.

FAQ

How long does it take to bring a dog from the US to Panama?
About a month: a first rabies shot needs 30 days before arrival (pets under 4 months aren't admitted), then the certificate → USDA endorsement → consulate stamp → MINSA email chain in the final weeks. After arrival, plan for 40 days of home quarantine.
What is Panama's home quarantine?
Your pet is released to you at the airport (after a document check and the B/.130 cash fee) but must stay within your residence for 40 days with no contact with other animals. It replaces facility quarantine.
Is the consulate stamp really still required?
Yes — the apostille was waived, but the post-endorsement stamp and signature from a Panamanian consulate remains a condition of travel, per both APHIS and the certificate itself.
Is it different for cats?
The process is identical; only the vaccine panel differs (panleukopenia, rhinotracheitis, calicivirus for cats), and cats skip the CDC requirements coming home. Use the cat toggle in the planner.
