Panama treats cats and dogs identically: rabies vaccination from 3 months of age with 30 days elapsed since the first shot (no cats under 4 months), the feline panel (panleukopenia, rhinotracheitis, calicivirus), parasite treatment, and the certificate chain — USDA-accredited vet → APHIS endorsement → Panamanian consulate stamp → MINSA home-quarantine email at least 3 business days before arrival. At the airport: document check, B/.130 cash, then your cat goes home with you for a 40-day home quarantine.

Minimum lead time: about 1 months (30 days). About a month of lead time — a first rabies shot needs 30 days, and no cats under 4 months. Then the consulate stamp, the MINSA email, and a 40-day stay-home rule after arrival.

The requirements, in order

Order matters — several steps are only valid if the earlier ones were done first. This is the same sequence the planner above turns into dated deadlines.

  1. Rabies vaccination (30 days before arrival; no pets under 4 months)
    Rabies vaccination from 3 months of age, with at least 30 days elapsed since the FIRST vaccination before arrival — which means animals under 4 months cannot enter Panama. The vaccine must be current per its label. Dogs also need distemper, parvovirus, leptospirosis and hepatitis vaccinations; cats need panleukopenia, rhinotracheitis and calicivirus.
  2. Health certificate + parasite treatment, endorsed by USDA APHIS
    A USDA-accredited vet examines your pet, records the broad-spectrum internal and external parasite treatment given before shipment, and issues the bilateral certificate; USDA APHIS endorses it (VEHCS digital accepted). The certificate is valid 30 days from issue — but issue it about 10 days out in practice: airlines want it fresh and the consulate stamp still has to happen after endorsement.
  3. Panamanian consulate stamp on the endorsed certificate
    After the USDA endorsement, a Panamanian consulate or embassy in the US must stamp and sign the certificate. The apostille alternative is waived, but this consulate step still stands — allow shipping/turnaround days.
  4. Email the MINSA home-quarantine request
    Email the Home Quarantine Request form, a scan of the stamped certificate, and your arrival date/time/flight/airline to cam@minsa.gob.pa at least 3 business days before arrival — we plan 5 calendar days so a weekend can't sink it. Arrivals outside attention hours are held in airport kennels.

What "home quarantine" means for a cat

Your cat lives with you from day one but must stay within the residence for 40 days with no contact with other animals. Indoor cats barely notice; plan your accommodation to make it true.
