Bringing a Dog from the USA to the UAE: Requirements & Timeline

The Gulf's big expat route — and the biggest myth-buster: the US is NOT exempt from the rabies titer test for the UAE.

The UAE is a major destination for US pet owners, and it's more involved than most Middle East routes — largely because, contrary to a lot of blog advice, the US must provide a rabies antibody titer (≥ 0.5 IU/ml). The chain: ISO microchip before the rabies vaccination, vaccination at 12 weeks or older, then a titer blood draw at least 21 days after a first shot. Crucially, unlike Japan or Australia there's no long waiting period after the titer — the result just needs to be in hand and no more than 12 months old.

On top of that: a MOCCAE import permit (valid only 30 days), the dog core-vaccine panel, parasite treatment within 14 days, and a USDA-endorsed health certificate (valid 10 days). Pets travel as manifested cargo, not in the cabin, and only 2 pets per person are allowed per year.

Minimum lead time: about 1.2 months (35 days). Plan about 5 weeks: microchip, rabies, then a titer drawn 21+ days after the shot. It's a titer requirement, not a 180-day wait — but several travel sites wrongly say the US is exempt. It isn't.
Already vaccinated, or already have a titer result? You may be months ahead. Most of United Arab Emirates's 35-day lead time is the rabies-antibody (titer) wait. A titer that's already cleared its waiting period can turn a “too late” into “on track.”

The requirements, in order

Order matters — several steps are only valid if the earlier ones were done first. This is the same sequence the planner above turns into dated deadlines.

  1. ISO microchip implanted
    An ISO 11784/11785 (15-digit) microchip, implanted before — or the same day as — the first rabies vaccination. A rabies shot given before the chip is not accepted.

  2. Rabies vaccination (then a 21-day wait)
    Given at 12 weeks of age or older, after the microchip. At least 21 days must pass between vaccination and travel. Your pet must also be at least 15 weeks old at the time of import.

  3. Rabies antibody titer test (required from the US)
    A rabies titer of at least 0.5 IU/ml, documented on the health certificate. For a first or lapsed vaccination, the blood sample must be drawn at least 21 days after the shot (a valid booster can be sampled the same day). The sample must be no more than 12 months before travel. Unlike Japan or Australia, there is NO extra waiting period after the draw.

  4. Core vaccinations (dogs)
    Dogs additionally need distemper, parvovirus, infectious hepatitis, and leptospirosis (icterohaemorrhagiae and canicola serovars).

  5. Internal & external parasite treatment
    Internal (e.g. praziquantel) and external (e.g. fipronil or permethrin) parasite treatments, given and documented on the certificate during the 14 days before travel.

  6. Health certificate endorsed by USDA APHIS
    A USDA-accredited vet issues the certificate (recording the titer, vaccinations and parasite treatments) and USDA APHIS ink-endorses and embosses it. It is valid for 10 days after issuance.

  7. MOCCAE import permit
    Apply online via the MOCCAE e-services portal or app. The permit is valid only 30 days (processing is typically about a business day), so apply once your titer and vaccination timing are settled — your pet is refused entry on an expired permit.

Breed and cargo rules

The UAE bans a long list of dogs (and their mixes): pit-bull types, most mastiff types (Fila Brasileiro, Dogo Argentino, Tibetan/Neapolitan/French mastiff, Boerboel, Bullmastiff, Cane Corso, Bully Kutta), Tosa and Presa Canario. If your dog is on that list, there's no route in. All pets fly as cargo into Dubai (DXB) or Abu Dhabi (AUH), where documents are checked for a release permit — a certified service dog is the narrow exception.

Sequencing the permit

Because the MOCCAE permit lasts only 30 days, apply once your titer and vaccinations are settled — not months ahead. An expired permit means refused entry.

The trip home: bringing your dog back to the US

United Arab Emirates is a CDC high-risk country for dog rabies — set up the return BEFORE you leave. The step people miss: a Certification of U.S.-issued Rabies Vaccination must be completed by a USDA-accredited vet and endorsed by USDA before your dog departs the US (and the microchip must have been implanted before the rabies shot, or the vaccination is invalid for re-entry). Before flying back, also file the free CDC Dog Import Form — a single-entry receipt for your arrival date. Your dog must be at least 6 months old and appear healthy. Skip the pre-departure certification and a US-vaccinated dog can face a CDC-registered facility, revaccination, and quarantine on return.

Cats are exempt — they aren't subject to the CDC dog-import rules and need no rabies paperwork to re-enter (Hawaii and Guam set their own quarantine even from the mainland).
