Cats enter the Netherlands on the EU baseline: ISO microchip before the rabies vaccination, vaccination at 12 weeks or older, the 21-day wait, and a USDA-endorsed EU certificate (plus signed owner declaration) with arrival within 10 days. No titer, no tapeworm (never for cats), no advance notification — just the red customs channel at Schiphol. Cats under 15 weeks are refused.

Minimum lead time: about 0.7 months (21 days). Achievable in under a month; the 21-day wait is the floor. No advance notice — declare your cat at the red 'goods to declare' channel on arrival.

Order matters — several steps are only valid if the earlier ones were done first. This is the same sequence the planner above turns into dated deadlines.

  1. ISO microchip implanted
    ISO 11784/11785 microchip, implanted and scanned BEFORE the rabies vaccination — a shot given before the chip does not count and must be redone.

  2. Rabies vaccination (then a 21-day wait)
    Given at 12 weeks (84 days) of age or older, after the microchip; a primary vaccination requires a 21-day wait before entry (shot day = day 0). No titer test from the US. The Netherlands refuses pets under 15 weeks — no young-animal exception.

  3. EU health certificate endorsed by USDA APHIS (+ owner declaration)
    A USDA-accredited vet completes the EU non-commercial certificate (via VEHCS) and USDA APHIS endorses it; arrive within 10 days of endorsement, travelling within 5 days of your pet. Sign the owner's declaration (English is fine) and carry both. After entry the certificate covers onward EU travel (6 months under the 2026 framework — NVWA's page may still show the older 4-month figure).

Travel within 5 days of your cat, carry the endorsed certificate and declaration, declare at the red channel. The dog-registration duty for long stays doesn't apply to cats.

The trip home: bringing your dog back to the US

Good news — Netherlands (EU) isn't a CDC high-risk country, so the return is simple. A US-vaccinated dog needs only the free CDC Dog Import Form (a receipt valid 6 months, reusable), a microchip, to be at least 6 months old, and to appear healthy — no titer or endorsed rabies certificate for re-entry. Cats have no CDC requirement either way (Hawaii and Guam set their own quarantine even from the mainland).
