For a cat, the Philippines needs an ISO microchip, rabies vaccination (from 12 weeks; a first shot at least 14 days before the permit application), the feline core vaccines (panleukopenia, rhinotracheitis, calicivirus), a parasite treatment, and an approved BAI SPSIC import clearance (valid 60 days, up to 3 pets, cat 120+ days old at application), finished with a USDA-endorsed certificate. No titer to enter.
The requirements, in order
Order matters — several steps are only valid if the earlier ones were done first. This is the same sequence the planner above turns into dated deadlines.
- ISO microchip implantedAn ISO-compatible microchip is required. Implant it BEFORE the rabies vaccination if you'll bring a dog back to the US — the CDC requires that order for re-entry.
- Rabies + core vaccinations (14 days before the permit)Rabies vaccination from 84 days (12 weeks) of age; a first-ever rabies shot must be at least 14 days before you apply for the SPSIC, and must still be valid on arrival. Dogs also need distemper, hepatitis, parvovirus, parainfluenza and leptospirosis; cats need panleukopenia, rhinotracheitis and calicivirus — each at least 14 days before the SPSIC application. No rabies titer is required.
- Internal & external parasite treatmentA licensed vet treats against internal and external parasites — no more than 91 and no less than 7 days before the SPSIC application.
- Apply for the BAI import clearance (SPSIC)Apply online to the BAI as a 'one-time importer' for the SPSIC (up to 3 pets per permit). It's valid 60 days, and your pet must be at least 120 days old at application. The animal count on the SPSIC must match the health certificate.
- Health certificate endorsed by USDA APHISWithin 10 days of departure, a USDA-accredited vet issues the export health certificate meeting the SPSIC criteria and USDA APHIS endorses it via VEHCS.
What's simpler for cats
Cats skip the dog vaccine panel (distemper, hepatitis, parvovirus, parainfluenza, leptospirosis) — just rabies plus the feline core. And on the trip home they skip the CDC high-risk process that makes the return the hard part for dogs. Everything else — microchip, the SPSIC, the USDA-endorsed certificate — is the same. The planner dates every cat step.
The trip home: bringing your dog back to the US
Cats are exempt — they aren't subject to the CDC dog-import rules and need no rabies paperwork to re-enter (Hawaii and Guam set their own quarantine even from the mainland).

FAQ
- What does my cat need to enter the Philippines?
- An ISO microchip, current rabies plus feline core vaccines (14+ days before the permit application), a parasite treatment, an approved BAI SPSIC import clearance, and a USDA-endorsed certificate. No titer.
- How long does it take to bring a cat from the US to the Philippines?
- About 2 weeks of active steps, driven by the SPSIC application and the 14-day-before rabies/vaccine timing. The planner computes your dates.
- Is the trip home easy for a cat?
- Yes — the Philippines is CDC high-risk, complicating the return for dogs, but cats are exempt from the CDC dog-import rules.
