For a cat, Morocco needs a permanent identifier (microchip or tattoo) before an inactivated rabies vaccine, 6 months in rabies-free premises before travel, and the health certificate. The tight part is the endgame: the certificate is issued within 5 business days of travel, USDA-endorsed within 3 days of export, followed by a final exam within 24 hours of departure — all inside a 3-day window. No import permit and no titer for a permanent move.

  1. Microchip (or tattoo) applied
    A permanent identifier — microchip or tattoo — must be in place BEFORE the rabies vaccination. A rabies shot given before the ID does not count.

  2. Rabies vaccination (inactivated, unexpired)
    An inactivated rabies vaccine, given after the microchip and still within its validity on travel day. Morocco's US certificate sets no minimum age or waiting period — only that the vaccine is post-microchip and current.

  3. Exam + health certificate (within 5 business days)
    A USDA-accredited vet performs the initial clinical exam and completes certificate pages 1–3 within 5 business days of travel.

  4. USDA endorsement + 24-hour final exam (3-day validity)
    APHIS ink-endorses and embosses the certificate within 3 days of export. You then return to the vet for a final clinical exam within 24 hours of departure (recorded on page 4), and must fly within 3 calendar days of the endorsement, carrying all 4 complete pages.
    This is the tight part — endorsement, the 24-hour final exam and departure all fall in the same 3-day window. Line up the vet and travel dates before you endorse.

No return hassle for cats

Morocco is CDC high-risk, which complicates the return for dogs — but cats are exempt. Nothing special is needed to bring a cat back to the US.

The trip home: bringing your dog back to the US

Morocco is a CDC high-risk country for dog rabies — set up the return BEFORE you leave. The step people miss: a Certification of U.S.-issued Rabies Vaccination must be completed by a USDA-accredited vet and endorsed by USDA before your dog departs the US (and the microchip must have been implanted before the rabies shot, or the vaccination is invalid for re-entry). Before flying back, also file the free CDC Dog Import Form — a single-entry receipt for your arrival date. Your dog must be at least 6 months old and appear healthy. Skip the pre-departure certification and a US-vaccinated dog can face a CDC-registered facility, revaccination, and quarantine on return.

Cats are exempt — they aren't subject to the CDC dog-import rules and need no rabies paperwork to re-enter (Hawaii and Guam set their own quarantine even from the mainland).
